Director of Finance and Operations 

Job Profile: The Finance and Operations Director will be a strategic-minded leader with a passion for financial management and operations in the context of USAID-funded projects. 

Roles and responsibilities.

  • Oversee all financial aspects of the project, including budgeting, forecasting, financial reporting, and compliance with donor regulations.
  • Oversee adherence to USAID compliance systems, including supply chain, procurement, and financial management. Ensuring that project stay abreast of USAID regulations, communicating changes to staff and partners and ensuring global compliance standards are met.
  • Manage sub-awards and grants to local partners, ensuring proper financial controls, reporting, and compliance with donor requirements.
  • Manage procurement processes, contracts, and vendor relationships in compliance with project and donor policies.
  • Provide leadership and oversight for administrative functions, including HR management, office operations, and compliance with local laws and regulations.
  • Identify financial and operational risks, develop risk mitigation strategies, and ensure internal controls are in place to safeguard project assets and resources.
  • Build the capacity of project staff and partners in financial management, compliance, and administrative best practices.

Qualifications/Experience:

  • Advanced degree in grants management, accounting, business administration, public health, or related field. Additional post-graduate certifications (ICAN, ACCA, etc.) and having a background in fast-paced, performance-driven organizations a must.
  • 15 years of experience managing risks and compliance for large donor portfolios, preferably USAID. Prior experience as Director of Finance and Operations/Admin on a USAID project an added advantage.
  • Experience in overseeing USAID acquisition or assistance awards and managing local and consortium partners.
  • Senior management-level experience, including contracts oversight, budget management, and finance operations.
  • Familiarity with finance management tools and ERPs, supply chain, HR, and vehicle management systems.
  • Strong organizational, strategic thinking, communication, and problem-solving skills.
  • Ability to work effectively in a cross-cultural environment, influencing and leading teams to success.
